Following, please find an Urgent Memorandum highlighting USCCB plans and requests for diocesan and parish based activation on health care reform.
 
In an October 28 memorandum, diocesan and parish leaders were asked by the USCCB to distribute a nationwide bulletin insert on health care reform.  Thank you for your great cooperation in that effort. On November 7, the U.S. House of Representatives passed major health care reform which reaffirmed longstanding and widely supported policy that no federal funds will be used to pay for elective abortions (the Stupak Amendment).  Your efforts made a difference.
 
It is now critical that the Senate adopt the House-approved Stupak Amendment language that restricts federal funding for elective abortions and for plans which include elective abortions.  This language, approved by the House by a large majority, ensures that Americans are not forced to pay for the destruction of unborn children as a part of needed health care reform. The Senate needs to address other essential moral priorities such as protecting conscience rights, making health care more affordable and accessible for those without coverage, and ensuring that immigrants do not lose or will not be denied needed health care coverage.
 
Given upcoming Senate action, the U.S. bishops have asked that the following UPDATED: Nationwide Bulletin Insert on health care reform be printed or hand-stuffed in every parish bulletin and/or distributed in pews or at church entrances as soon as possible. Senate votes may take place soon.  This is an update to the original bulletin insert from last month. 
 
Also included are suggested Pulpit Announcements and a Prayer Petition.  The Memo, Insert and Announcements, in Spanish, are also included.  Please encourage parishioners to pray for this effort as well.  More information can be found at www.usccb.org/healthcare.
 
The USCCB will be e-mailing these same materials to a large number of parishes across the country, already on a USCCB contact list.  The parish list is incomplete, so we will still have to rely on diocesan e-mail systems to reach EVERY parish.  Thank you for your great help with this.

As long-time advocates of health care reform, the U.S. Catholic bishops continue to make the moral case for genuine health care reform that will protect the life, dignity, consciences and health of all, especially the poor and vulnerable.

• On November 7, the U.S. House of Representatives passed major health care reform that reaffirms the essential, longstanding and widely supported policy against using federal funds for
  elective abortion coverage.
• It is critical that the Senate adopt the House-approved Stupak Amendment language on this issue. This Amendment ensures that Americans are not forced to pay for the destruction of
  unborn children as part of needed health care reform.
• The Senate must address other essential moral priorities: protecting conscience rights; making health coverage more affordable and accessible for those in need; and ensuring that immigrants
  do not lose or will not be denied health care coverage needed for the good of their families and the health of society.

MESSAGE—HOUSE:  “I am pleased that the House-passed health care reform bill maintains the longstanding policy against federal funding of abortion. Please work to ensure that this essential provision is included in any final bill sent to the President.”

It is critical that the Senate adopt the House-approved Stupak Amendment language that restricts federal funding for elective abortions, and for plans which include elective abortions.  This language, approved by the House by a large majority, ensures that Americans are not forced to pay for the destruction of unborn children as a part of needed health care reform. The flier/bulletin insert includes a web address that allows you to send an email message to Congress with a click of a button. The bishops have asked for our swift action and our prayers.  Thank you for your help.  We can help make sure that health care reform will be about saving lives, not destroying them.”

Last weekend you received a special flier/bulletin insert from the U.S. Bishops Conference asking you to please contact your Senators immediately and urge them to address these moral issues. The flier/bulletin insert included a web address that allows you to send an email message to Congress with a click of a button. Additional fliers/bulletin inserts can be found at_________(back of church, etc.).   The bishops have asked for our swift action and our prayers.  Thank you for your help.  We can help make sure that health care reform will be about saving lives, not destroying them.” 

Suggested Prayer of the Faithful:

That Congress will act to ensure that needed health care reform will truly protect the life, dignity and health care of all and that we will raise our voices to protect the unborn and the most vulnerable and to preserve our freedom of conscience. We pray to the Lord.

Volante actualizado de USCCB para boletines en toda la nación

Instrucciones: Como se indicó en una circular urgente del 28 de octubre, la Conferencia de Obispos Católicos de Estados Unidos (USCCB) pidió a los líderes diocesanos y parroquiales que distribuyeran un volante para boletines en toda la nación sobre la reforma de salud. Gracias por su gran trabajo. Nuestros esfuerzos hicieron la diferencia. El pasado 7 de noviembre, la Cámara de Representantes de EE.UU. aprobó importante legislación para la reforma del sistema de salud que reafirmó políticas legislativas establecidas hace mucho tiempo y con amplio apoyo que impiden el uso de fondos federales para abortos electivos y para planes que incluyen la cobertura de abortos electivos (Enmienda Stupak). Este lenguaje, aprobado por amplia mayoría en la Cámara de Representantes, asegura que los estadounidenses no sean obligados a pagar por la destrucción de niños aún por nacer como parte de la necesaria reforma del sistema de salud. El Senado debe abordar otras prioridades morales esenciales: proteger los derechos de conciencia, hacer el cuidado médico más accesible para aquellos que no tienen seguro médico y asegurarse de que los inmigrantes no pierdan o no se les niegue cobertura para la atención médica que necesitan. En las bancas/en los boletines de hoy  encontrarán un volante actualizado de la Conferencia de Obispos de EE.UU. pidiéndoles que por favor se pongan en contacto con sus Senadores inmediatamente y que les insten a abordar estas cuestiones morales. El volante/inserción en el boletín incluye un sitio electrónico que les permite enviar un mensaje al congreso con sólo presionar un botón. Los obispos nos piden acción inmediata y nuestras oraciones. Muchas gracias por su ayuda. Juntos podemos asegurarnos de que la reforma al sistema de salud salve vidas, no las destruya.”

Sugerencia para la Oración de los fieles: 
Para que el Congreso apruebe una legislación que asegure que la necesaria reforma al sistema de salud proteja verdaderamente la vida, la dignidad y la salud de todos; y para que levantemos nuestras voces para proteger la vida de los niños por nacer, de los más desamparados y para preservar nuestra libertad de conciencia.
